Integrated Equalities Scheme (IES) Annual update March 2011

In January 2010, the East Midlands Development Agency (emda) published its first Integrated Equalities Scheme – a full copy of which can be accessed on our website. As with all public authorities, we have legal requirements to promote equality in the areas of race, disability, gender and gender reassignment. The East Midlands Skills Priorities Statement (EMSPS), 2011-2012

emda was asked by the Department for Business Innovation and Skills (BIS) to provide a Skills Priorities Statement for the academic year 2011/12. This statement sets out the skills required to support economic recovery and growth in the region and will cover 16-19, adult skills and Higher Education. It has been produced to support the Government’s ambition to increase choice and flexibility for providers and learners.

Infrastructure Funding Report

This report highlights some of the major infrastructure issues that will need to be addressed to ensure sustainable economic development and growth in the East Midlands in future.

There are two parts to the report. The first provides an overview and analysis of the infrastructure provision and funding agenda, including some of the challenges and problems, and suggested actions to overcome them. The second includes some mapping to provide an indication of the relationship between infrastructure capacity and investment and planned growth and development in the East Midlands.

This work was commissioned by emda and completed prior to the general election. It therefore does not reflect the subsequent announcements by the Coalition Government to replace the Regional Development Agencies with new Local Enterprise Partnerships, and the decision to revoke the Regional Spatial Strategies.

Whilst any proposed responses contained in the report will need to be reconsidered in light of the new arrangements for delivering growth in the future, the vast majority of issues and analysis presented remain highly relevant. In particular, Local Authorities and other partners involved in the planning, funding and delivery of infrastructure to support economic development and regeneration will find this report of interest.

Strategic Distribution Site Assessment Study for the Three Cities Sub-area of the East Midlands

This report sets out the work conducted by transport consultants AECOM, on a major study which investigated the range of potentially suitable sites for large scale rail connected strategic distribution sites in the Three Cities Sub-area comprising Derby, Leicester and Nottingham and their surrounding areas. This was achieved by:

The Study was commissioned by the East Midlands Development agency on behalf of a partnership of local authorities, the Highways Agency and Network Rail.  It was undertaken to support and inform regional and local policy to bring forward sites at the most sustainable locations to serve this important business sector.

Integrated Equalities Scheme

We are delighted to present our first Integrated Equalities Scheme (IES). This Scheme, which sets out our commitment to tackling inequality and disadvantage over the period 2010 – 2013, builds on our previous Race, Disability and Gender Equality Schemes. Like many other public sector organisations, including other Regional Development Agencies (RDAs), we have taken the decision to produce an Integrated Equalities Scheme reflecting the change in emphasis in equalities legislation. The new Equality Bill (expected to come into force in 2010) recognises that people do not experience inequality on a single dimension, but often on many dimensions at the same time. We acknowledge that this integrated approach presents us with challenges and we will regularly review our Scheme to ensure that it is meeting the needs of equality groups in our region. Regional Innovation Strategy

This second RIS will be characterised both by the strength of commitment from stakeholders to playing a part in its delivery; and by its integration with other aspects of the RES. We will be working with partners in the region to develop and agree a set of principles for coordinating resources on innovation and, together, develop an implementation plan.

The strategy provides a framework for the use of public funding to stimulate innovation in the region. With public finances under increasing pressure, resources will be tight over the next few years. In continuing the drive for innovation across the East Midlands we will all need to strive to be smarter, more efficient and more effective in everything we do.

Planes, Trains and Automobiles Research

Derby has a strong industrial base across three complementary transport sectors, namely; Aerospace, Automotive and Rail. Within these sectors are a small number of world-renowned employers. Current strategic planning at city and regional level was formulated before the recent economic downturn. The recession has affected different industrial sectors to a varying degree. In the short term there are major decisions that have to be made, which could potentially have an enormous impact on the local economy and these three sectors.

URS Corporation were commissioned to; quantify the scale and impact of the three sectors and their supply chains; assess the strengths, weaknesses, opportunities and threats; assess the linkages and interrelationships between sectors; and make recommendations on specific local interventions.

Sugar Beet Transport Efficiency Study

NFU and British Sugar, with funding from EEDA and emda, appointed WSP Group and Transport and Travel Research Ltd (TTR) in April 2009 to undertake a Sugar Beet Transport Efficiency Study.

The objectives of the study were to carry out an efficiency assessment of the current arrangements for sugar beet transport from growers to the four British Sugar processing sites (Wissington, Cantley, Bury St Edmunds and Newark), determine costs associated with the current operation, identify areas for potential efficiency improvements and then recommend a strategy to improve operational efficiency and reduce associated costs.

The Case for High Speed Rail to the Three Cities

This report has been commissioned by the East Midlands Development Agency (emda) to provide evidence on the case for the Three Cities of the East Midlands, Derby, Leicester and Nottingham to be part of a UK high speed rail network. This report outlines the economic benefits of the introduction of a high speed rail link serving the Three Cities, coupled with upgrades to the existing lines, to form a coherent strategy for the rail network over the next 20 to 30 years.

Manufacturing Advisory Service Annual Report 2009

In April 2008, East Midlands Development Agency (emda) took on responsibility for coordinating, promoting, reporting and developing the Manufacturing Advisory Service (MAS) across the English regions on behalf of the Department for Business, Innovation and Skills (BIS), the then Department for Business, Enterprise and Regulatory Reform (BERR). This included undertaking the promotion of closer cooperation with the Scottish and Welsh administrations’ MAS services. This service is delivered by our MAS National Network Team.

The last year provided us with significant opportunities and challenges. We rolled out a number of key enhancements to MAS across England – taking it further into long term planning for manufacturing, supplier sourcing, supply chain development, resource efficiency, lean enterprise, and new product development and introduction – whilst at the same time, refocusing the delivery to ensure an agile response to manufacturing support needs in the context of a global downturn that has had very significant impacts on the UK economy.

Green infrastructure a guide and toolkit

Recent research carried out on behalf of emda ‘Green Infrastructure Programme’ (AMION Consulting, 2008) has highlighted that green infrastructure (gi) projects are becoming more and more important in regenerating areas, reviving communities, and attracting investment. Ranging from parks and public gardens to agricultural land, these developments can bring key economic benefits, such as increased property values and job creation and retention, as well as boosting tourism and visitor spend.

This handbook is designed to give you support and guidance in your gi projects. It explains the rationale for investment in gi and offers an evaluation and assessment framework to help you with decision making. All partners across the region can use the frameworks to provide consistency and to assist in the development, delivery, monitoring and evaluation of gi projects.

Transport interchanges - a guide and toolkit

Recent research carried out on behalf of East Midlands Development Agency (emda), ‘Regeneration at Transport Interchanges’ (ECOTEC, 2008) has highlighted that regeneration at transport interchanges is key to revitalising surrounding areas, improving journeys to work, creating job opportunities and attracting visitors.

With the right level of investment, transport interchanges can be transformed into vibrant, economically thriving locations. This handbook draws on that research to provide information, guidance and a toolkit to demonstrate how to capture economic benefits from regeneration at transport interchanges.

East Midlands Development Agency (emda) appointed Focus Consultants to carry out a scoping study into the business support needs of disabled entrepreneurs in the East Midlands. The purpose is to understand the numbers of disabled entrepreneurs in the region, identify business support provision and any gaps, establish the barriers faced by disabled entrepreneurs and develop a future delivery model for business support for disabled entrepreneurs. The Regional Economic Strategy (RES) was prepared by East Midlands Development Agency (emda) but needs to be delivered by many agencies and businesses in the East Midlands. It is a strategy for everyone with an interest in the region’s economy. We realise that in rural areas, estates make a vital and widespread contribution to local life – not only to employment and the economy, but also to other vital elements of the community, such as affordable housing. And yet there is little knowledge of the nature, extent or potential of this contribution.

This research is intended to fill that gap in our knowledge, and hence inform how we and other regional and local agencies might work with these estates in the future to achieve the vision of a 'Flourishing Region'. This project aims to understand the contribution that rural estates make to the economy, environment and social fabric of the East Midlands region, to help achieve the RES strategic priorities. It also aims to identify the number and nature of estates in the region.

East Midlands Development Agency Sustainable Physical Development Guidance

The East Midland’s Regional Economic Strategy (RES) aims to promote sustainable economic well-being and help to bring about a ‘Flourishing Region’ for all. The contribution of an efficient, innovative and sustainable construction sector is central to addressing key challenges and helping achieve this aim.

This guidance – for partners, clients, developers, designers and contractors – sets out emda’s minimum expectations and standards for all projects involving building design and construction elements. In this fast moving field, our aim is to support partners perform as sustainably and efficiently as possible, supporting innovation to reduce costs and increase profitability, thus aiding the sector’s performance over the long term.

This submission sets out the East Midlands’ regional funding advice for 2008 to 2011 together with strategic priorities up to 2019, on the basis of the planning assumptions presented by Government.The region welcomes the opportunity to set out its priorities for economic development, transport, housing and regeneration, and skills funding. Preparation of this advice has been a valuable process. Disability Equality Scheme 2006 - 2009

emda welcomes the introduction of the Disability Equality Duty, which places a responsibility on all public sector bodies to positively promote equality of opportunity for disabled people.  Promoting equality of opportunity for all is crucial if we are to achieve the region’s vision:

A Business Update for London 2012

On 5th July 2005, London was awarded the honour of staging the 2012 Olympic Games and Paralymic Games, the two biggest and most exciting events in the world.

Planning for the Games has got off to an excellent start - in fact we are well ahead of many previou host cities at this stage in the process. New delivery structures are being formed and some of the leaders needed to drive the process have already been appointed.

Naturally, there is a huge desire for information particularly from the business community wanting to find out how it can become part of the preparations for hosting the London 2012 Games.

This update aims to share the information available at this early stage about anticipated supply needs for the Games - the board timetables, likely procurement processes and delicery structures. It suggests ways that businesses can get a head start for when contracts do become available. We hope you find the update helpful.

East Midlands Urban Action Plan 2005 - 2011

The regional Urban Partnership Group is very pleased to launch the new East Midlands Urban Action Plan

The document has been compiled following broad consultation which concluded in May 2005. It not only captures the key issues as identified by stakeholders that need to be addressed within our urban centres to achieve sustainable communities, but also highlights five core themes within which urban activity should be concentrated to enhance regional growth, productivity and competitiveness.

We hope that you will find this delivery focused Plan useful in terms of future prioritisation, informative on regional urban progress over the last five years and enlightening over the range of significant projects/initiatives already underway. More importantly we hope that you will draw upon the Urban Action Plan as a helpful guide when determining strategic approaches to urban delivery.

Race Equality Scheme (REqS) 2005 - 2008

emda has produced a Race Equality Scheme (REqS) 2005 - 2008 for public consultation.  This scheme sets out how we intend to meet the general and specific duties under the Race Relations Amendment Act (RR(A)A) 2000.

To be effective emda believes that the REqS must be a living document, subject to periodic and ongoing change.  As such, we welcome comments from individuals and organizations at any time.

Encouraging Business Sucess: Business Support Strategy 2008 - 2011

emda’s latest Strategy for Business Support, “Encouraging Business Success”, outlines our aim to both simplify access to and improve the quality of support available to businesses in the East Midlands. Tourism Strategy for the East Midlands

The East Midlands Tourism Strategy, entitled Destination East Midlands has now been launched. It will steer development of the industry in the region through to 2010.

Its publication follows an extensive consultation with the tourism industry in the region, including private sector operators, local authorities and regional organisations who have tourism as part of their agenda.
